Under the terms of the new collective bargain agreement, if the Sixers were to give him an extension before his contract expired then it could only be for 3 more seasons. Now by opting out they can offer him a lucrative 5 year deal while other teams can only offer him a 4 year deal. Now of course it could go the other way and Williams could leave us.
